I'm wondering if tile map needs internet connection to work or if there is an offline solution.

There isn't an option such as in Google Maps where you can save a selection of map data for offline usage.

If you need the instance of Kibana to be on an isolated network where it has no connection to the wider internet, you could look into serving a WMS-compliant map server on the network and have Kibana connect to it.
