Hello.

Is it possible to set dark theme as default for all users?

The dark theme is an advanced setting. All advanced settings are applied for the current space (or for all users if you don't have spaces).

There is no way to set dark theme for all spaces at once, you have to make sure all of your spaces have this setting.
