How do I enable the Detection Engine and import the baseline detection rules in Kibana?

I installed the oss version of 7.10.2 on an ubuntu server version 22.04.

7.10 is [EOL](https://www.elastic.co/support/eol) and you should upgrade ASAP. Detection rules were part of our free Basic tier, and are not available in the open source release sorry.
