# Elasticsearch 2.1.2: License plugin and Cluster State

Hi,
I'm preparing for an upgrade to 5.x. As part of that I've uninstalled the marvel-agent and license plugins as our license expired a while back. I've done this on our 3 master nodes so far and am now seeing that the masters are not updating cluster state on startup:
`[2017-10-20 14:03:21,038][WARN][discovery] [master_001] waited for 30s and no initial state was set by the discovery`
Do I need to reinstall the license plugin or will I find that things return to normal after uninstalling the plugin on all other nodes?
