I have installed a couple plugins into my elasticsearch setup, but nothing gets listed when I use the `/_cat/plugins` endpoint.

I can confirm that they're installed because `bin/elasticsearch-plugin list` correctly lists the plugins that I installed.

Using Elasticsearch 6.8.12 with Java 10.0.2.
