# ES 7.5.0 not starting when remote cluster is down

Hey,

Was able to setup a remote cluster in one of my ES instances. After this instance was up and the connection to remote established I shut down the remote instance. The connection has been lost but after the start of the second instance the connection resumed when the first remote search was preformed.

My question is for what reason can't I start an ES instance with a remote cluster configured if that remote cluster is down. Shouldn't the behaviour be similar to the above?

The erro I got is:

Caused by: Connection refused: /192.168.
```

It's hard to help from this tiny fragment of a single log message. Can you share it in full, including the stack trace, along with any other messages that surround it?

My point here is not really the error. The error is a connection refused because the remote cluster is down. I can provide the full log trace but the real question is if the cluster shouldn't start despite the remote cluster being down.

I too am surprised that a cluster won't start if a remote cluster is down, and I would like to see more detail so that I can understand the mechanism that is causing your cluster not to start. It may be a bug, or it may be that something else is also wrong, or it may be that I am misunderstanding things. The full error and surrounding context will help distinguish these cases.

Ok David, Thanks for your fast reply.  
I doubt it is a configuration problem because when the remote cluster is up I don't have any problem starting my cluster.

My remote cluster configuration:

```
cluster:
    remote:
        cluster_one:
            seeds: 192.168.108.172:9300
            transport.ping_schedule: 30s

```

The log when I run Elastic with the remote down:

I think a workaround would be to define the remote cluster in the cluster settings (via `PUT _cluster/settings`) instead of statically in the `elasticsearch.yml` file, since the cluster settings aren't read until later on in startup where they can't cause a failure like this.

Yes, I'm using the API option as a workaround but I'd prefer to set this up via the settings file.
