The file under the URL is not available anymore. Latest ml-cpp release is 8.6.0 so the correct URL is now: `https://artifacts-snapshot.elastic.co/ml-cpp/8.6.0-SNAPSHOT/downloads/ml-cpp/ml-cpp-8.6.0-SNAPSHOT-deps.zip`
