The file input tracks files based on the inode. If you delete a file after reading it then if a new file is created it [may use the same inode](https://discuss.elastic.co/t/reading-file-from-beginning-using-file-input/168253/5). The sincedb entry will cause the new file to be ignored. There has been an [open issue](https://github.com/logstash-plugins/logstash-input-file/issues/213) to get this fixed for several years.
