Are you running packetbeat and tomcat on Windows? There is a known issue capturing loopback traffic in Windows, see about this limitation here: [https://www.elastic.co/guide/en/beats/packetbeat/current/faq.html#packetbeat-loopback-interface](https://www.elastic.co/guide/en/beats/packetbeat/current/faq.html#packetbeat-loopback-interface)
