# Unable to create Synthetics and Uptime monitor status rules

When trying to create a Kibana Rule for Synthetics, getting the following error:  
**Unauthorized by "uptime" to create "xpack.synthetics.alerts.monitorStatus" rule**

The user is able to create other rule type like Metric threshold etc...

The role that is assigned to the user has the following index permissions:

Following are the Kibana privileges given. We want to restrict users from creating monitors on the UI and use only Project Monitors vis CI/CD pipelines

Is there any other index that I am missing to give permissions so that users can create rules.

Any help is greatly appreciated
