start\_position [does not work as you expect](https://www.elastic.co/guide/en/logstash/current/plugins-inputs-file.html#plugins-inputs-file-start_position). If you want to simply read a file from the beginning to the end, try [read mode](https://www.elastic.co/guide/en/logstash/current/plugins-inputs-file.html#_read_mode).
