Hi,
I finally solved this issue!! i hope it helps you

remove and re-install logstash-5.1.1 (start with pure package)
use follow script

logstash5_1_1_plugin_install.sh

//from pure package
export http_proxy="proxy.host:3128"
export https_proxy=$http_proxy

export JRUBY_OPTS="-J-Dhttp.proxyHost=proxy.host -J-Dhttp.proxyPort=3128"
DEBUG=1 JARS_SKIP='true' bin/logstash-plugin install logstash-filter-json_encode
