APM enable error reporting failure

Elasticsearch version:
7.7.0
APM Server version:
7.70

I am experiencing the same error reported in (Watch creation failed - Make sure your user has permission to create watches) in latest 7.7.0 release.

The error "Watch creation failed, Make sure your user has permission to create watches." when I am trying to create a watcher error report to send to slack. I have superuser privilege.

I am using 7.7 version of Elastic Cloud.

Hello, there is a bug fix coming out for this in v7.8 (github issue: https://github.com/elastic/kibana/issues/66867).
