ECE has 3 different certs you can upload from the UI:
The API cert (not used)
The UI cert (for access to 12443)
The proxy cert (for access to 9243/9343) - this is the one failing for you I believe
The proxy cert has to be wildcarded. So just re-uploading an updated wildcard cert for the proxy should cause everything to start working again (no restarting of any services required)
good news, it looks like the certificate was the issue and using the API to replace it (since the UI was unserviceable) worked. Can now go back to work on the clusters
