Email output with heartbeat input

We have a heartbeat input setup on logstash. Is there a way to use the email output when the heartbeat does not generate any events to send an email.

We have a scenario where logstash stops collecting new events but we do not get notified. Would this allow us to be notified when logstash stops collecting new events?

No, I don't see how this could be implemented with Logstash alone. Besides, if the Logstash pipeline has stopped for an unknown reason it's quite likely that that reason would prevent Logstash from sending an email. I suggest you look into Lovebeat.
