How to build Logstash cluster for DB inputs

Currently we got a requirement, where two logstash with JDBC input plugin needs to be configured with same DB queries.One logstash will be active all time, if that logstash instance goes down another instance should start automatically.

Is there a way to configure logstash as per the above requirement

The RESTful endpoint for each site is stored in a single DB on server x. I want to create a logstash input plugin to consume the logs.
