I am running Fedora 31 and have just installed logstash 7.6.2
When I try to install a plugin I get this error LoadError: no such file to load -- bundler

Is bundler something that I have to install?
I did not have any such problem when I installed the same plugin when using the docker logstash image.
I tried a different jruby install to see if it would make any difference but it did not help.
