Logstash all plugins

Hi,
I found Logstash 2.2.0 All Plugins. However there is no relase notes.
https://www.elastic.co/downloads/past-releases/logstash-2-2-0-all-plugins
Can anybody tell me the usage of this?
Is it the logstash with all plugins? or it is just package of all logstash plugins that I can extract to some offline machine?

It's LS with all the available, supported plugins.

But don't we have RPM for this version? How could I use it on RHEL?

We don't provide a DEB/RPM package for this, only the zip.
