Logstash equivalent of FluentD “<secondary>” tag

I am using Logstash to ship data to Kafka queue. If Kafka primary cluster is down, I want to switch to secondary Kafka cluster. I know that Fluentd 3.4+ can route traffic to another cluster with "" tag.
How can I achieve the same in Logstash?
