Logstash service starts when i run /bin/logstash-plugin install command

I' ve installed logstash service and I want to install necessary plugins, but when i run

/usr/share/logstash/bin/logstash-plugin install logstash-output-amazon_es

Instead of installing amazon_es plugin, it starts logstash service immediately and my CPU usage grows
extremly high.

Anyone has an idea what might be the problem?
