Actually, I was able to repro and found it.
Fortunately the workaround is easy:
cd C:\ELK9\elasticsearch\bin
Notice C: vs c:
Unfortunately, drive letters are case insensitive in Windows, and we are not treating them as such. This is a bug and will be fixed, but should be easy for you to work around. Can you try it please?
