Parsing arrays/lists when using environment variable configuration broke in 8.13.1 (docker)

Beginning in version 8.13.1 of the docker image, using an environment variable with a list value yields the following error:

ERROR: Pipeline id in `xpack.management.pipeline.id` must begin with a letter or underscore and contain only letters, underscores, dashes, and numbers. The asterisk wildcard `*` can also be used. Invalid ids: ["foo"]

This can be reproduced with the following docker-compose.yml:

  logstash:
    image: docker.elastic.co/logstash/logstash:8.13.1
    environment:
      XPACK_MANAGEMENT_ENABLED: true
      XPACK_MANAGEMENT_PIPELINE_ID: '["foo"]'

Changing the tag to 8.13.0 results in the expected error about failing to connect to Elasticsearch.
