Plugin install -> jruby.exe: command not found

When I try to install the BigQuery plugin, such that I can stream data from server, via Logstash, to BigQuery: bin/logstash-plugin install logstash-output-google_bigquery I receive the error message saying

/<path-to-logstash>/logstash-7.3.1/vendor/jruby/bin/jruby: line 22: jruby.exe: command not found

Please note that there are no spaces in <path-to-logstash>.
