@marone, now that I'm reading that your users will use a VPN I don't think you need to set the capture_personal_data to false but I'm not entirely sure based on the text below:

I don't know how your VPN works exactly. How is your VPN handling the IP addresses? Are your users able to select the country where they come from? At the end of the day if that public IP address is the one exposed then you will see the proper regions in Kibana UI.

If possible I would recommend you to try to access to the website using the VPN as your users would do and see then the information available, logs, etc.

I hope this can give you a steer to what to do.
