Scaling :logstash with reading MARIADB as input and elasticsearch is the output

Hi ,
i have below queries ,
1.can we read by two instance of logstash from same table ensuring there is no duplicate record read by either of instance and table has pk column name as "seq_No"
2. if elastic search is down how to stop push data from logstash

Please help me clarifying the above queries and How to achieve it by existing ELK capabilities.
