Tail-based sampling

Hi there,

I'm using elastic and kibana version 8.4.2, and enabled tail-based sampling in the integration policy, also enabled trial on full features in my local (I'm using docker container for kibana) , so I'm expecting the tail-based sampling will just take effect after I saved integration policy.

But I have tried to change the sampling policy list many times, can see none of them is actually taking effect, I can still see all my traces even when I set sample rate to 0. So what should I do for that to work?
