TCP input: no cipher suites in common

I'm trying to forward docker log to logstash using syslog docker driver and logstash tcp (ssl with self-signed certificate) input:

tcp {
port => 5050
type => "syslog"
mode => "server"
ssl_cert => "/path/to/cert"
ssl_key => "/path/to/key"
ssl_verify => false
ssl_enable => true
}

But I faced with following error:
