Translate Filter : Lookup to csv file, with multiple Keys

I can use translate filter using single key but how to implement it if i have 2 keys
My csv file has 3 columns (key1, key2, value)
Is this possible?

Reformat your CSV file to combine key1 and key2 into a single column.
