Вчера вечером решил обновить 7.10.2(windows 2016) на свежий 7.11
Прощёлкал как всегда далее и на этапе запуска сервиса облом. В ивентах:

Удалил Эластик. Делаю чистую установку 7.11 - тоже самое.
Устанавливаю 7.10.2 - всё нормально.
Т.е. в 7.11 что-то поломали. При этом конечно же перед установкой я прочитал release notes и breaking changes
