How can I add Graphs to a Dashboard?

The Graph application is a legacy one so it's not possible for now to add a saved graph to a Dashboard. There is an opened issue here: Dashboard Embeddability - Graph · Issue #18499 · elastic/kibana · GitHub and the request to implement this is currently on the backlog so I cannot offer you a rough estimate.
