[ANN] Experimental Highlighter 0.0.13 released

I released version 0.0.13 of the experimental highlighter. This version a
problem with Lucene flavored Regular Expressions that can cause compiling
them to consume amazing amounts of memory. It still targets Elasticsearch
1.3.X.
