Annotation manager plugin?

I am a big fan of the new time series builder with annotation integration.

I am wondering if there is already a Kibana plugin to manage (CRUD) annotations?

If not, this is a project I would like to do.

Known plugins can be found at https://www.elastic.co/guide/en/kibana/current/known-plugins.html. This is not an all inclusive list but its a great place to start looking to see what is currently available.
