Cluster.routing.allocation.balance.write_load on free license

Does cluster.routing.allocation.balance.write_load take any effect on free x-pack license? According to this page: Subscriptions | Elastic Stack Products & Support | Elastic, only Advanced Cluster Balancing has it, which is only on Enterprise.
