Default UID of Docker Image

On many (most?) Linux systems, /etc/login.defs sets UID_MIN to 1000. This means that, on many systems, there is going to be a real, non-system user with UID 1000. It seems to me like the default should be something less likely to conflict with existing user accounts, preferably in the system user range. Ditto for default GID.
