Elasticsearch curator not found how is this possible?

Hi I get this message:

I am trying to install curator at this url:

https://packages.elastic.co/curator/5/debian9/dists/stable/InRelease

Contents of my curator.list is:

deb [arch=amd64] https://packages.elastic.co/curator/5/debian stable main

I'm going to point the finger of blame here:

Is there a proxy between this machine and the internet? The message seems to indicate there is.
