Does anyone happen to know within the cold ILM phase, is it possible to allocate and freeze at different time intervals? In other words allocate to cold nodes at X days and then freeze the index at Y days?

This isn't currently possible, unfortunately - the min_age parameter is per-phase, and the actions within each phase are ordered by ILM and performed one after each other until all actions are complete. It isn't possible to have a delay within a Phase, only between phases.
This is something we may be interested in addressing in a future release - could I ask you to file a GitHub issue describing your use case?
