Assuming Elastic Stack 6.4.0+ is running within ECE, can it be configured for FIPS 140-2?

That looks like you're running on "Cloud" (ie cloud.elastic.co) not "Cloud Enterprise" (on prem version), is that right?
In Cloud most settings (apart from https://www.elastic.co/guide/en/cloud/current/ec-add-user-settings.html), need to be set by an admin via a support request (at which point we can advise on to what extent the underlying feature is supported by cloud)
