Is it possible to create a visual or dashboard based on a Location text field but translate this to a Geo location.

You can create Region Map visualizations based on a text field. In this example my field is abbreviations of countries (US, CN, etc):
But, there are other maps and formats available, for example USA states which understands full state names:
