Highlighter that produce fragments that cover all keywords

Hi !
How can Elasticsearch produce fragments that cover all keywords?

Exampel:

If I search for "germany world cup"
I get tre fragments and all of them maybe contains word "Germany", instead I want tre fragment for each keyword. Or first fragment cover two keywords and second frgament the third keyword.

The point is all keywords should exisit in fragments.

How can I achive this?
