How to access APM server config file from ECE?

I am setting up RUM on a APM server on ECE. Based on the documentation , RUM needs to be enabled with this line
apm-server.rum.enabled: true

The problem is how do I add this line to the APM server? Unlike Elasticsearch and Kibana, there is no "user settings" link in the ECE admin UI to add additional settings.
