How to create a login page?

Hi all,
I need to develop the page about login,but I have heard that it have a plugin about this.
So I want to know how to develop the page? Just write the html, css and js ?
In developing, should I must use the node and angular to develop?
And when I complete it, should I need to change the 5601 port to connect the login page?
I am a FE beginner,please help!!! crying...
