How to package a third party plugin into elasticsearch install package's plugin directory?

Now I download es 7.6 source code from github,I develop a third party plugin,then I execute command "gradlew -p distribution/archives/no-jdk-linux-tar assemble" to package ,but I find that plugin directory is empty,so I want to know how to do can solve this problem，thanks！
