I'm not too clear what you are trying to do. I see you are trying to use a custom field in a dashboard control. But what do you mean by not fill the values? Do you not want the dropdown section with the options appearing on open for example?
Values are available under the index for that field but it is not filled automatically when we use it as a filter control.
