Index monitoring document error

I am getting this error:

org.elasticsearch.xpack.monitoring.exporter.ExportException: UnavailableShardsException[[.monitoring-es-6-2019.05.06][0] primary shard is not active Timeout: [1m], request: [BulkShardRequest [[.monitoring-es-6-2019.05.06][0]] containing [23043] requests]]

Is this related to Bulk request, is it a resource issue. Disk is 60%, RAM is 16G and 4 cores CPU.

I think and not sure how .monitoring index is being created. I think it could be wazuh API creating it. Any help will be apprecated.

Do i need some settings / configuration changes to handle "containing [23043] requests]]"
