We are using the official 7.6.2 metricbeat docker image, but the Istio beta module isn't present in that image. We'd like to try out that module; what's the best way to add it? Do we need to build a custom docker image?

The istio module will be available with 7.7 version which is coming really soon. If you want to make use of it in the meanwhile you can build Metricbeat from source (master branch) inside a custom container image of yours.
