Is there a means to associate private (non-es) metadata with an index?

I know that I can create a new type within an index to store data, but
I want to be able to read the metadata without the index being open,
much like one can read index settings. Is there a way to do that?
Would it make sense to allow setting private metadata using the
"update settings interface"?
