I have a dashboard with a saved search added to it. In dashboard only mode, the "x-y of z" and left/right pagination buttons entirely do not appear, when they're fine for a full Kibana user.
Left side: dashboard only user
Right side: full user
Is this a bug?

I just reproduced this too -- looks like a bug to me. I went ahead and created a Github issue for it: https://github.com/elastic/kibana/issues/24663
