I have installed a fresh machine with ES 5.4 and Kibana 5.0
When loading kibana in the browser the side panel appears, but the content of the management/ dev tools pages doesn't appear.
What might be the cause?

You should upgrade and run Kibana 5.4 with Elasticsearch 5.4.
