Load one dashboard instead of all Filebeat default dashboards (follow up)

This is basically the same question as in Load one dashboard instead of all Filebeat default dashboards.

When I run filebeat setup --modules apache2, it still provisions all the dashboards available in filebeat.

I also think a better default would be to only include the enabled modules when running filebeat setup.
