Logstash 100% utilization processing no logs

I'm on Centos 7 using logstash 5.5.2-1 with java 1.8.0 openjdk. I have removed everything in the conf.d directory so logstash isn't loading any inputs or processing any logs. I have increased the heap size in jvm.options to -Xms4g and -Xmx4g. When I start the service I am seeing 4 threads sit at ~70-100% cpu utilization while memory utilization is very low. Is this normal?

I am having the same issue, Its a fresh install on Ubuntu 17.04
Logstash consumes 100% with nothing configured yet.
